Safety Impacts of the I-35W Improvements Done Under Minnesota's Urban Partnership Agreement (UPA) Project Status: CompleteReport Date: 06/19/2017 Summary: This project examined the safety impact of congestion-related improvements funded through the Urban Partnership Agreement (UPA). The research analyzed crashes along sections of Interstate 35 West in the Twin Cities over two three-year time periods. Findings revealed that an increase in crashes was due to reconstruction work unrelated to the UPA improvements. When installed strategically, improvements like priced dynamic shoulder lanes provide transportation departments with another resource to alleviate congestion and improve safety for motorists.
