On one hand, the issue of geographic scale is highly relevant. Local or project-level impacts may be very different from those estimated at regional and multi-regional levels. Another salient issue is that there are many metrics for assessing economic impacts, ranging from direct user benefits and changes in external costs of travel to more aggregate economic indicators, such as employment, income and productivity rates.
