Project Development Best Management Practices

Summary:

Permits and the permitting process are a critical part of a local transportation agency’s operations. There are many situations where a project requires permits from outside entities (DNR, Army Corps of Engineers, MPCA, etc.). This can often be a challenge for local agencies as these permitting processes can vary based upon the project and conditions required by the permitting agency. Additionally, many local agencies only need to complete and submit these permits once every 5-10 years, meaning internal knowledge of these permitting processes can be lost with staff turnover etc. Because of these issues, guidance is requested to understand the requirements of the permitting process. This project will synthesize the existing permitting processes and create reference materials to assist with permit documentation.
