EV Charging Best PracticesStatus: CompleteReport Date: 11/26/2025 Summary: Electric vehicles (EVs) are becoming increasingly common in the United States (US). EV sales have been slowly increasing, with EVs becoming a noticeable part of the State of Minnesota (MN) vehicle fleet (growing from 4,900 vehicles statewide in 2018 to more than 78,000 vehicles as of July 20251). As EVs continue to become more common, public agencies are increasingly wrestling with the questions of how, when, and where to provide public charging facilities. This report reviews and summarizes current practices and guidance from Minnesota agencies who provide EV charging to the public and provides recommendations and resources to help local agencies navigate siting, design, pricing, and other considerations.
