Agency Guidance for Addressing Artistic/Creative Pavement Painting on Public RoadsStatus: ActiveProject Start Date: 08/22/2024Subscribe for Updates Summary: Creating paintings on public right of way (ROW) is becoming a more common and requested practice as a way to enliven public space, encourage community engagement, and encourage the use of public space and active transportation. Additionally, there can be some safety benefits to these art installations as they can act as a traffic calming measure, especially in pedestrian heavy environments. This can occur in different areas of the ROW such as roadways, sidewalks, roundabouts, bump outs, crosswalks, etc. Many other agencies are utilizing art and national organizations are promoting this practice, however technical guidance appears to be limiting and restrictive. Currently there is little guidance on policies that influence the creation of this kind of public painting on the roadway. Some agencies, such as St. Paul, have public art and paint-the-pavement programs; however there has not been a consolidated or synthesized report on the policies or regulations on this topic. This project will synthesize/review best practices and policies regarding public art on public rights-of-way and develop an implementation guide.
