Material Testing Rates for Low-Volume RoadsStatus: CompleteReport Date: 06/21/2012 Summary: Researchers reviewed MnDOT's existing Schedule of Materials Control (SMC) for its applicability to smaller projects by local agencies on low-volume roads. They created a new State Aid for Local Transportation program SMC for low-volume roads tailored specifically to the construction project risks encountered by local agencies, which reduces materials testing rates for low-volume projects without an unacceptable increase in risk. These guidelines incorporate feedback from MnDOT, local agency representatives and the construction industry, and include changes that remove some testing and inspection requirements and make others less stringent.
