Summary:

This solar feasibility study will assess potential project locations for a solar array on Red Lake Reservation, generate economics and performance estimates for the proposed array, and recommend best practices for a government-tribal solar partnership through a virtual power purchase agreement (VPPA). While the proposed project would be the first VPPA solar project between government and tribal partners to our knowledge, there are appropriate tools and case studies in other contexts that can help inform the viability of the proposed arrangement.
