Guidance for MnDOT Haul and Detour Routes – Impacts on Local Roads

Status:  Active
Project Start Date:  08/20/2026

Summary:

Recent research has produced an objective methodology for compensating local road authorities for pavement damage caused by heavy detour and haul traffic. To translate this work into practical, consistent use statewide, Minnesota’s local agencies need clear guidance and standardized procedures. This project will develop implementation ready guidelines that support equitable, data driven approaches to identifying, mitigating, and compensating for premature pavement deterioration attributable to detour and haul routes. Developing this guidance will help local agencies better plan for, negotiate, and manage the impacts of detoured or routed traffic; support improved coordination with MnDOT; reduce ambiguity around responsibilities and cost sharing; and help preserve MN’s local road network through more consistent, transparent, and equitable decision making.
