Using Life Cycle Assessments to Reduce Embodied Carbon in Pavement Infrastructure at MnDOT

Status:  Complete
Report Date:  08/04/2026

Summary:

Life cycle assessments and Environmental Product Declarations (EPDs) can help transportation agencies measure and reduce greenhouse gas emissions associated with transportation infrastructure projects. This project evaluated how these tools can be used to assess emissions from asphalt transportation and paving operations. Results showed that construction activities can be a significant source of emissions, particularly when projects involve thicker pavement layers or long hauling distances. Emissions were generally lower for projects with faster paving speeds, higher production rates and portable asphalt production equipment located close to project sites. Investigators also developed a web-based system to streamline the submission, storage and management of EPD data, helping MnDOT more efficiently incorporate environmental considerations into procurement and project planning.
